SHEBOYGAN — A Sheboygan man is facing battery and disorderly conduct charges, accused of throwing a package of bacon at his mother.

44-year-old Thomas Winkel is accused of throwing the bacon on January 25th.

Winkel's mother said Thomas grabbed her wrist and hit her with the bacon, cutting her face.

Winkel admitted to throwing the bacon at his mother because she was making him angry. An officer noted that Winkel showed no remorse, and that he appeared to be intoxicated

BALSAM LAKE, Wis. (KMSP) - A Wisconsin mom and her boyfriend are facing felony charges for allowing her nine-year-old daughter drive them home in their pickup truck after they appeared too drunk to drive.

Jason Roth and Amanda Eggert pled not guilty Friday to a number of felony charges including child neglect and second degree recklessly endangering safety.

The couple was arrested about a week ago after authorities say they took a 911 complaint about erratic driving on rural Wisconsin roads. By the time law enforcement caught up to Eggert and Roth’s truck after it had pulled into a public boat launch along the Apple River in Polk County.

Deputy Jeff Hahn told the court he was stunned when he realized driver was nine years old and that the couple’s 11-month-old baby was strapped into a car seat.

“As the nine-year-old exited the truck, it was still running and in drive when Mr. Roth was sitting in the truck by himself,” Hahn testified in court. “He turned the ignition off and the truck began rolling backwards down the hill towards the river. I jumped into the truck to hit the brakes and put the truck in park.”

Hahn said both adults appeared highly intoxicated, with one of Roth’s preliminary breath tests coming back at .25, more than three times the legal limit to drive.

The nine-year-old allegedly drove the truck for miles, weaving in and out of oncoming traffic. Fortunately, there were no accidents and no one was hurt.

A 33-year-old man and 29-year-old woman had sex in a squad car after being pulled over for drunken driving in Oconto County.

Travis Husnik of Luxemburg and Heather Basten of New Franken were being transported in August to the Oconto County Jail when they started having sex in a squad car. The deputy stopped the car, told Husnik to pull his pants back up, then put Husnik in the front seat.

Husnik was charged with lewd and lascivious behavior and disorderly conduct in connection to the Aug. 3 incident. The same charges were filed against Basten, who was driving the car which was stopped by a deputy just north of Gillett.

"What do I sentence a guy who has sex in squad car to?" asked County Circuit Court Judge Jay Conley during the recent sentencing in the case.

"I'm getting to be pretty old guy and I've never seen that situation in my legal life. It's not like you have a lot of law school courses or training on what do you sentence a guy who has sex in a squad car to."

Assistant District Attorney Robert Mraz asked Conley to sentence Husnik to time served of nine days, the amount of time he was held until posting $1,500 bond.


"You would hope people would have more self-respect for themselves, and have a better character than to do this behavior in the manner in which this defendant and his female friend did," Mraz told Conley.

"This is kind of … it's a little disgusting to have another person watching (others) engage in sexual relations the way the defendant and his female companion did."

"We're in complete agreement with the state that this was completely unacceptable behavior," said Husnik's attorney, Timothy O'Connell.

Husnik posted bond but remained in custody in Oconto County because of the probation hold or sanction by his Department of Corrections agent. He would continue to be held until Oct. 14 regardless of his sentence.

During his chance to speak in court, Husnik did not address what happened. He told Conley that he understood that he remained in custody after posting bail because of his conduct that night.


Conley said because the case was "so unusual and so outlandish," he was pondering the sentence until he looked over Husnik's criminal history through online court records. Conley said he found 19 convictions, with four felonies, including one for battery to law enforcement in Brown County, and three resisting or obstructing officer convictions.

"This is probably the least offensive thing that you did to law enforcement," Conley said.

"At a minimum, the mildest word that I can think of, the most favorable word I can think of, is your conduct is completely disrespectful to the officer," he added. "The process of being arrested is supposed to be somewhat unpleasant ... and you end up having a tryst. Incredible."

Conley cited Husnik's lengthy record and history of disrespect to law enforcement in sentencing Husnik to 90 days jail.

"I'll acknowledge your past offenses are worse than this, but given these plea negotiations that you're now down to a humble disorderly conduct, with your record, you absolutely in my judgment deserve the maximum."

A decision on how much jail credit Husnik would receive was pending. If Conley finds the probation hold was because of Husnik's actions on Aug. 3, then all of his time would count as credit, meaning he's nearly completed the 90 day sentence when good time is factored in.

Husnik was also ordered to pay $243 court costs and $200 DNA surcharge.

Basten pleaded guilty to the OWI and the disorderly conduct at a hearing Sept. 19, with the lewd and lascivious count read into the record.

"I think the humiliation of the charge itself … would be punishment enough," defense attorney Aaron Linssen said.

Basten spoke briefly.

"I would like to apologize for my actions," she said.

Judge Michael T. Judge, without comment, sentenced Basten to time served of 48 days, and to pay $243 court costs and a $200 DNA surcharge. He also ordered Basten to pay a $793 forfeiture for the OWI citation.

MERRILL, Wis. (AP) – A Merrill man is accused of waterboarding his girlfriend after he suspected that she was cheating on him.

A criminal complaint charges 22-year-old Dylan VanCamp with six felonies and three misdemeanors, including suffocation and stalking. Prosecutors say VanCamp covered the woman’s mouth with a washcloth and dumped water on her face in order to get her to talk about another man. The alleged incidents happened in June and November 2015.

WAOW-TV (http://bit.ly/1SeWAWA ) reports the woman told investigators she had a hard time breathing and felt as if she was drowning. She eventually went to authorities with her abuse allegations. Online court records do not list a defense attorney.

WAUSAU - A convicted sex offender faces a new felony charge in connection with a 5-year-old boy who told police the 30-year-old Wausau man urinated in his mouth, according to court records.

Jason Donahue, a registered sex offender for exposing harmful materials to a child, was living with the 5-year-old's father and the father's girlfriend from late 2015 to February 2016. .

The boy told investigators the assault occurred when his father and the father's girlfriend were not in the home. He was alone with Donahue when Donahue put his penis into the boy's mouth and urinated, according to police reports.

The child said it was the only time he was assaulted by Donahue.

The boy later disclosed the assault to the father and his girlfriend, who reported it to police, according to court records.

When police interviewed Donahue, he admitted to putting his penis in the child's mouth for a "couple seconds," but denied that he urinated or ejaculated, records said. Donahue told police he immediately felt guilty about the assault.

Donahue was charged with sexual assault of a child under of the age of 12. If convicted, he faces a maximum sentence of 60 years in prison and an additional six years in prison for having prior offenses.

Not quite the usual fare but....

MILWAUKEE (AP) – Milwaukee police say a customer upset with his order at a Taco Bell shot into the restaurant’s drive-thru window.

Taco Bell management says that after leaving with his order, the man was upset to discover the employees forgot to add sour cream. He called the restaurant and the manager told him to come back the next day for a free meal because they were closed.

Authorities say the man returned a short time later, about 12:20 a.m. Monday, and shot at the bullet-proof window and an employee’s car. No one was hurt. Police are looking for the man.

MANITOWOC - A Manitowoc woman was arrested Wednesday evening on suspicion of threatening her neighbor with a pistol over a dispute about a missing duck.

According to the Manitowoc Police Department, Sarah Schisel, 69, approached her neighbor in the 1000 block of Hamilton Street at around 7:20 p.m. Wednesday to prove she did not have her neighbor’s pet duck.

Schisel wanted her neighbor, a 36-year-old man, to search her garage and see that his duck was not on her property. She then drew a pistol from her shirt pocket and pointed it toward his stomach. The neighbor reacted by disarming Schisel and pushing her to the ground.

Schisel later told police she was aware that bullets were in the gun and that the gun safety was off. She was arrested on suspicion of reckless endangerment and carrying a concealed weapon.

MADISON (AP) -- Madison police say a suspected drunken driver disobeyed an order to get out of her car and instead cracked open a beer in front of the officer who stopped her.

Police say an officer on foot spotted an SUV driving fast early Wednesday on State Street near downtown Madison, where regular traffic is not allowed. The officer jumped into her car and pulled the driver over.

According to a police report, the driver, a 42-year-old Madison woman, refused to get out from behind the wheel. Instead, it alleges, she opened a can of beer and began drinking. Police say it took several officers to get her out of the car, under control and put her in handcuffs.

The woman was jailed on suspicion of reckless driving and operating while intoxicated.

GREEN BAY, Wis. (WBAY) – Green Bay police are now calling Sunday night’s fire at the Ten O One Club downtown an act of arson — and the details surrounding the crime are disturbing.

An 18-year-old Green Bay man is facing five criminal charges after police say he lured four children under the age of 10 into the Ten O One Club, assaulted two of them, then started the building on fire.

A Green Bay police officer say Castilloveitia-Quinton and a couple of kids running from the scene.

The officer and his K9 chased after them, suspecting one of them may have been responsible for the fire.

Using the police dog, he was able to take Castilloveitia-Quinton into custody.

Other officers tracked down the four children who ran from the scene. They said they knew Castilloveitia-Quinton from the neighborhood.

Castilloveitia-Quinton told police the abandoned apartment above the Ten O One Club was his “secret hideout,” which is why he brought the kids there.

The kids say when they went to see his hideout, Castilloveitia-Quinton started hitting them and said he needed to light the place on fire to “send them to a better place.”

According to the court documents, he struck the children in the face, put his hand over their mouths, and started pouring bleach on the floor. Four separate fires were started inside the vacant building with the children still inside.

Police say when he was taken into custody he kept asking them if “the kids were OK.” All of them did get out.

SUAMICO, Wis. (WBAY) – A Brown County man is behind bars for amputating a woman’s finger with a machete last month.

Warning: some of the details in the story below are disturbing.

Jonathan Schrap, 24, of Suamico is charged with “mayhem” and “reckless injury” for the incident that happened at his house on August 27, where he chopped off a friend’s pinky, gashed her arm and drank her blood—according to a criminal complaint.

Schrap’s body tattoos identify him is a member of the Juggalos, which is the name the band Insane Clown Posse (ICP) gives to its followers. Court documents say that Schrap and his friends were staging a “ritualistic memorial” to commemorate a fellow Juggalo who died one year prior.

Police say Schrap was with his childhood friend Nick Laabs; fellow Juggalo Preston Hyde, who is a local “horror-core” rapper going by the name “Bloody Ruckus”; and 27-year-old Shelby Neuens. Neuens told police that the group was talking about blood-drinking cult rituals the Saturday morning it happened.

The criminal complaint explains it like this:

“Shelby [Neuens] had volunteered to let Jon [Schrap] drink her blood. Jon had taken a machete and made an approximate one inch laceration on her right side forearm. She was bleeding profusely… Jon filled up a shot glass with her blood and drank her blood.”

Soon after, the group began talking about severing a finger. Again, Neuens volunteers, telling the men they could cut off her pinky. She stated that she was not using drugs or alcohol before this happened.

Once again, Schrap grabbed the machete. “Jon’s second strike with the machete took the pinky clean off,” says the criminal complaint. “All the way to the palm.”

“Jon then placed the finger in his freezer where he said he would cook it and eat it later,” the complaint continues. “The group then attempted to stop the bleeding by using a car cigarette lighter which failed. They then used a blowtorch.”

Neuns told officers that the blowtorch wounds hurt worse than her pinky being severed.

Later that night, Neuens went to her boyfriend’s house and showed him the injuries. His mother heard the story and made Neuens go to the emergency room. Staff at Saint Mary’s Hospital called police, believing she’d taken part in cult initiation.

Police say Neuens was agitated and said she didn’t want anyone to be charged because the ritual was voluntary.

After taking statements, police arrested Schrap and Laabs and tried unsuccessfully to track down “Bloody Ruckus,” whose real name is Preston Hyde. The complaint states that Hyde’s neighbor saw him run from his house when he saw police.

Neuens told police Hyde recorded a video of the whole thing.

Laabs was released after questioning and not charged.

Schrap is back in court on September 21 for his preliminary hearing.

LAKE DELTON (WLUK) A boy is dead after falling off a slide at Mount Olympus Water and Theme Park in Lake Delton.
The incident happened around 10:20 p.m. Wednesday.
Police say three juveniles went into a restricted area and climbed one of the water slides.
One of the juveniles used a plastic snow saucer to slide down the slide.
Half way down the slide, he got caught in snow and when he was trying to free himself, he fell 35 feet to the ground.

Since I posted this I read Clarke is a registered DEMOCRAT, and isn't expected to be reelected Sheriff as he's highly unpopular.

MENASHA (WLUK) -- A Chilton father was arrested after authorities say his infant daughter was found inside his vehicle while he was inside a Menasha bar for approximately three hours.
Police say they were dispatched to the Redliner Bar on Plank Road around 3:00 p.m. Wednesday.
Employees of the bar told police they needed assistance in handling an intoxicated man who refused to accept a safe ride home.
Employees say the 53-year-old man was so intoxicated, they would not serve him when he arrived at the bar around noon.
The man had made statements that he needed to check on his girl and that's when employees checked his vehicle and found his two-and-a-half month old daughter.
The baby did not appear to be injured but was taken to the hospital to be evaluated. The baby was later released to her mother who had been at work.
Police say they are recommending charges of child neglect, disorderly conduct, resisting an officer and bail jumping.

The criminal complaint alleges 33-year-old Matthew J. Christianson, of Crandon, sexually assaulted five different children in Forest County of northeastern Wisconsin since 2010, and brutally beat a sixth. The victims were ages 12 through 17.
The complaint, filed this week, says one of the victims told investigators that Christianson impregnated her while she was in sixth grade, and later gave her an abortion.
Christianson is charged with 14 felony counts, including sexual assault and child abuse charges. He is jailed with bail set at $75,000. His next court date is May 3.
Online court records don't list an attorney who could comment on his behalf after his previous attorneys were allowed to withdraw.

GREEN BAY (WLUK) - A man with a history of incidents involving sexual abuse of animals was arrested again by the Brown County Sheriff's Office.
Sterling Rachwal, 53, was arrested for three counts, according to jail records: burglary, mistreatment of animals causing death, and sexual gratification with an animal. No charges have been filed.
Details of the allegations were not immediately available. The Brown County Sheriff's Department tells Fox 11 it may have more information to release later today.
He may make an initial court appearance later Tuesday.
Rachwal has been convicted several times across the state for incidents with animals, often horses. Those cases include:
In 1993 in Monroe County, he was convicted of three counts, including sexual gratification with an animal and mistreatment of animals causing death. He was sentenced to an eight-year prison term.
In 1996 in Waupaca County, he was convicted of four counts, including mistreating animals - but was declared not guilty by reason of mental disease or defect.
In 2010 in Fond du Lac County, he was convicted of disorderly conduct and sentenced to 90 days in jail. In that incident, he was found in a horse barn.

MANITOWOC (WLUK) -- A naked man was tased three times and caught on fire during his arrest in Manitowoc Sunday.
Police say they were called to the 1100 block of South 25th Street and Hamilton Street when they encountered a 33-year-old man standing naked in the intersection, making violent comments.
The man appeared to be under the influence of drugs and or alcohol, police say.
According to police, the man was eventually handcuffed after police found out he had warrants out for his arrest out of Two Rivers.
As the officer attempted to place him in the patrol car, the man began to fight with officers and somehow during the struggle, the man was able to pick up a lighter.
Police tased the man and somehow the taser probe punctured the lighter, creating a spark and caught the man's beard and chest hair on fire.
As officers attempted to put the fire out, the man punched one of the officers in the face, police say.
The man continued to fight with officers and was tased a second and third time.
The police report goes on to say the man was still combative even as emergency medical crews tried to tend to the man's burns.
The man was eventually transported to the hospital.
Manitowoc police say the man was arrested on an outstanding warrant, battery to a peace officer, disorderly conduct and lewd and lascivious behavior

APPLETON, Wis. (WBAY) - An Appleton resident arrived home Saturday night to find a burglar in his birthday suit in bed.

The Appleton Police Department was called to the 200 block of South Memorial Drive for a report of a naked man sleeping in the victim's bed.

Police searched the home and found the bare naked burglar hiding in a shower enclosure.

Officers also discovered the man had drunk the victim's whiskey and he had eaten some blueberry muffins. A bag of marijuana was found near the suspect's clothing, police say.

Police say the victim did not know the suspect, identified as Bradley T. Braxton of Oshkosh.

Braxton broke a door on the main level of the home to get inside.

"While admitting breaking into the residence to officers and confessing to recent meth use, the suspect denied possession of the marijuana," reads a news release from Appleton Police.

Braxton was booked into the Outagamie County Jail. Police are requesting charges of Burglary, Damage to Property, Disorderly Conduct, and Possession of Marijuana.

Braxton also faces bail jumping charges as he was out on bond for a separate crime.

Green Bay has a 9/11 memorial (That alone seems goofy to me). They paid 250,000 for it in 2005, but did not use materials that would hold up to Wisconsin winters. The beam that they got from the Towers is even cracking. Anyways, whoever engraved it managed to put the wrong numbers on both of the planes...
