All of the chatter online seems to indicate that 249 will take place in an empty arena in the Portland area, they haven't put a ban in place on hosting events because Chael's grappling org Submission Underground had a show there the other weekend.

This seems like a pretty risky venture considering a flare up could happen at any time or a governor could simply institute a "stay at home" order the day before the event and just kill everything. I know Oregon has been relatively lightly affected compared to California and especially Washington but still.

Yeah, a lot of indian reservations are under federal purview and are exempt from state "stay at home" orders. They could institute their own orders but I'm not sure to what extent they have done so.
