I guess it just means that Cheney and Bush have set the bar REALLY low.

Let's not leave Rumsfeld (so creepy, he even resembled McNamara a bit) out of this. I doubt he will ever show any remorse for the hundreds of thousands of lives that his ideas cost.

Johnson probsbly shaved a few years off his life with what seemed to be genuine feelings for, at least the American, lives being lost in Vietnam. This, like McNamara's near-apology, does not forgive him but it does differentiate him from Bush Jr. Bush's darkest legacy may end up being his blatant callousness towards what he did as president.

How is it a "near" apology? He seemed pretty sorry. I don't know if he actually used the words "I apologize," but he's been saying non-stop for the last 14 years that he was wrong. That doesn't make him a good guy, of course.

I think he avoided a full apology because he thought it would make veterans feel bad or something.
