How many other people turned down obvious shots at becoming POTUS? I still feel like he would have beat Clinton fairly easily in '96. He was probably last best chance for moderate Republicans to make a mark in politics. It's interesting to think how trajectory of US politics would change if he decided to run and won. Oh well. I also find it extremely unlikely Bill Clinton would have lost the election in 1996. One term POTUS's are very uncommon. Bill Clinton was a popular president at that point. There was no reason to ditch him.
