New York, New York isn't a diss track but a tribute to NY. Once the Death Row camp was shot at in NY, the video definitely was a diss.

Sure but the New York Rappers at the time saw it as a "diss" of NY simply because it was West Coast acts daring to speak about NY. The book Original Gangstas covers it well and remarks that the hostility towards the artists upon their arrival in NY to shoot led to the diss video and saw the "L.A., L.A." track get released as a diss response.
