I'm not even talking as a real program, just as a TV main event or regioinal attraction. Like Flair/Steamboat main eventing Superstars or something in 1991, in context, isn't outside the realm of possibility. Certainly no more than, like, Flair/Tito or something at the time.

To be fair their WWF crossover was all of 6 weeks. The Tito match with Flair @ Royal Albert Hall does take place during that time.
Flair mostly worked Kerry VE and Piper.
