We used to do this for the Wii, but the main issue was that going between different countries is not supported.

I'd like to try this again, but this time, do it for Steam.

Rules should be pretty obvious: You draw names, and buy a game (under some dollar amount, maybe $15) for that person.

Interest in this?

Sure, I'd be up for it. Maybe people should also post something about their game interests, either what genres they do or don't play so people don't buy them something that'll never get touched.

Should people post general system specs? Or at least say if they've got an old machine that likely can't run newer stuff?

Since PC's come in all configurations, the safe thing to do, is to go by wishlists. Steam has wishlist functionality built in, so all we need to go, is when you get your person assigned to you, friend them in Steam and go to their wishlist. Also this means filling out your wishlist should you not have one.
