It's kind of hard to find Off TV Play. You go to options, and there's a setting that's sort of deceptively named. It has two settings, one says "Puts panels on the Wii U GamePad" or something, and the other is "Mirrors the TV on the Wii U GamePad". That second setting is your off-TV play, and you can turn it on from the title screen's options menu, or from the in-game options menu.
