I don't like stealing things that I read elsewhere, but these are exactly my thoughts. I do find it really bad that he was the only person there though.

It appears to be all international students at risk of targeting. So far, the Feds have not provided anyone (students, their families, campus staff, local and state officials) with information, evidence, or rationale.
This is another devastating economic screwup by Trump and the GOP. International students and their families pay full tuition. Before receiving a visa to enter the US, and then documentation to remain in country legally, they must show bank statements to prove ability to pay full tuition, rent, food, transportation, utilities, etc. This is already impacting campuses and every college city/community as it's a multimillion dollar drain, and the financial loss is, again, 100% America's.
As disastrous as this is, it is not the only problem. International tourism is also decreasing. People don't want to risk going to or sending their families to a broken, failed state.

Not that it would matter to any Trump supporters, but it’s truly amazing during the 45 presidency and into the 47 that he is absolutely incapable of hiring people who are not absolutely incompetent, or in the case of the 45 staffers who refused to do illegal things and resigned.

The feds have now cancelled SEVIS for 12 international students at Minnesota State. The student that was abducted a few weeks ago is suing the federal govt as, predictably, it was their protest/activism as the sole reason.
