In the end, that's really my verdict. Never have I played a game with such a stark contrast been good, fun parts, and abysmally bad, completely unentertaining dreck. The game's "day" levels, where you play as Sonic, is the best and closest Sonic's done to really nailing the Sonic in 3D thing. Granted, it has flaws--Quick Time Events during parts that are otherwise non-interactive is nothing something I want in a game, ever, but yet the industry feels compelled to do it.
Werehog on the other hand....wow. Just wow. Once you get over the shock of God of War ripoff and actually settle into the combat, it starts to get tolerable. Then the game bit by bit ticks away at your patience. There's parts where you have to walk across narrow beams...then narrow beams rounded at the ends--i.e. you can't grab and save yourself if you fall. Then narrow beams where there are spikes. Narrow beams with spikes that collapse over time. Etc.
The werehog combat will also throw more and more bullshit your way, like combat on ledges that you be knocked off then wizards that heal and power up enemies. My breaking point, however, were ended respawning waves of flaming wizards (who must be doused with water before you can attack them), and berserked shadow chameleons and berserked giant bees (My god.), all of which respawn for several waves.
Thankfully I just rented this game. However, I'm done with it now. Done with it forever. Maybe a Sonic Unleashed 2 without Werehog may be worth checking out later, but as bad as you had imagined werehog can be, as bad as you feared werehog could be...it's worse. Far, far worse.
