What I do is stick 9 INT right from the beginning, and the other point into Agility. There are so many useless perks, like the "+5 to x and y ability" in the early levels that you can get a lot of points in from Intense Training. Don't forget, you can get another +1 STR or PER from Ant Might or Ant Sight in the Those! quest.
Also, make sure you net both Educated (+3 skill points/level) and Comprehension (book points doubled) when they pop up. I settle for maxing most stats at 75 manually - bobbleheads and books can easily make up the difference on most skills. I also went through Operation: Anchorage right at the start. With a SG of around 70% at level 3/4, it's easy going, will net you enough XP to get you to about level 8, and the best armor in the game.
Actually, with INT 9, the easy-to-reach bobble to hit 10, and Educated, you can get 23 points/level, which is way more than enough to maximize all stats before level 30.
